In these two volumes, David P. Levine undertakes the systematic clarification and further development of the theoretical contributions of classical political economy. It focuses on such central issues in economic theory as: * need, value and exchange * capital and its production * the concept of labour * growth * the firm * price determination. Throughout the treatment is at a high level of abstraction.

Weapons of both defense and offense have grown steadily in their effectiveness—especially since the industrial revolution. The mass destruction of humanity, by parts or in whole, became reality with the advent of toxic agents founded on chemistry and biology or nuclear weapons derived from physics. The military’s new non-combat roles, combined with a quest for non-lethal weapons, may change the picture in regard to conventional defense establishments but are unlikely to deter bellicose tyrants or the new terrorists from using the (...) unlimited potential of today’s and tomorrow’s arsenals. The author addresses the issues that are raised by this developing situation with the intent of seeking those ethics that will enable us to survive in a future and uncertain world. (shrink)

Mr. Norman H. Baynes thinks that the conclusions which I reached in my essay on the ‘Chronology of the Ninth Book of the Ecclesiastical History of Eusebius’ are ‘difficult to believe.’ That is due, he says, to the fact that I based my reconstruction ‘on one of the most doubtful sections of that book’—that in which Eusebius states that the Emperor Maximin wrote his letter to Sabinus after he received the ‘Edict of Milan.’ From it I inferred that the letter (...) was dispatched early in 313. No doubt Eusebius' assertion raises difficulties. But when a contemporary witness of high authority speaks it may be wise not to reject his evidence before the difficulties which seem to overthrow it are scrutinized. In the present instance the difficulties seem to me to vanish on examination. But Mr. Baynes appears to have overlooked my attempt to deal with them. His own view of the date of the letter is expressed in a single sentence ‘In November of 312 Maximin would receive news of Constantine's victory [at the Milvian Bridge], and as a result he issues the letter to Sabinus permitting Christian worship late in 312.’ But where is his evidence? All I can find is that in his edict of toleration Maximin affirms that ‘last year’ he wrote the letter. ‘This passage proves that that letter dates from the year 312.’ Yes, if Maximin's year began in January. But is that certain? In the East, New Year's Day was not uncommonly in September. (shrink)

We investigated spectral resting-state EEG in persons with chronic stroke-induced aphasia to determine its reliability, sensitivity, and relationship to functional behaviors. Resting-state EEG has not yet been characterized in this population and was selected given the demonstrated potential of resting-state investigations using other neuroimaging techniques to guide clinical decision-making. Controls and persons with chronic stroke-induced aphasia completed two EEG recording sessions, separated by approximately 1 month, as well as behavioral assessments of language, sensorimotor, and cognitive domains. Power in the classic (...) frequency bands was examined via spectral analysis of resting-state EEG data. Results suggest that power in the theta, alpha, and beta bands is reliable for use as a repeated measure. Significantly greater theta and lower beta power was observed in persons with aphasia than controls. Finally, in PWAs theta power negatively correlated with performance on a discourse informativeness measure, while alpha and beta power positively correlated with performance on the same measure. This indicates that spectral rsEEG slowing observed in PWAs in the chronic stage is pathological and suggests a possible avenue for directly altering brain activation to improve behavioral function. Taken together, these results suggest that spectral resting-state EEG holds promise for sensitive measurement of functioning and change in persons with chronic aphasia. Future studies investigating the utility of these measures as biomarkers of frank or latent aphasic deficits and treatment response in chronic stroke-induced aphasia are warranted. (shrink)

It was an afternoon in the early stages of the pandemic when Lisa Richardson and I ran into each other at the hospital coffee line. Standing six feet apart and decked out in masks, scrub caps, and face shields, we were almost unrecognizable to one another and to ourselves. The pandemic was of course top of mind, but our conversation quickly turned to what was being articulated about the pandemic and why it was being heralded as a "disaster for (...) feminism". As Audre Lorde reminds us, "There is no such thing as a single-issue struggle because we do not live single issue lives," and we were beginning to see how many issues intersected in the pandemic moment. In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Reports of the demise of logical empiricism appear to have been greatly exaggerated. This is certainly the feeling one gets in reading the essays of this volume. The occasion for the papers was a joint Pittsburgh-Konstanz Colloquium in honour of the Centennial of Hans Reichenbach and Rudolf Carnap in Konstanz in May 1991. This conference was also the occasion for the University of Konstanz to grant an honorary Doctor of Philosophy degree to Carl Hempel. Thus, the conference served to honour (...) three of the greatest of the logical empiricists, living and dead. (Unfortunately, Hempel's impromptu address on the day is not included in the volume.) The papers succeed in honouring these men, and the movement they did so much to found and to foster, in two ways. First, there are a number of historical and interpretative essays. Second, there are attempts to philosophize in the spirit of these scientific philosophers and to further the exacting standards that they installed into philosophy. All of these papers, as well as the comments that follow several of them, are valuable for the consideration of the past and future of philosophy done in the spirit of logical empiricism. (shrink)

Countermeasures for mpox (formerly known as monkeypox), primarily vaccines, have been in limited supply in many countries during outbreaks. Equitable allocation of scarce resources during public health emergencies is a complex challenge. Identifying the objectives and core values for the allocation of mpox countermeasures, using those values to provide guidance for priority groups and prioritisation tiers, and optimising allocation implementation are important. The fundamental values for the allocation of mpox countermeasures are: preventing death and illness; reducing the association between death (...) or illness and unjust disparities; prioritising those who prevent harm or mitigate disparities; recognising contributions to combating an outbreak; and treating similar individuals similarly. Ethically and equitably marshalling available countermeasures requires articulating these fundamental objectives, identifying priority tiers, and recognising trade-offs between prioritising the people at the highest risk of infection and the people at the highest risk of harm if infected. These five values can provide guidance on preferable priority categories for a more ethically sound response and suggest methods for optimising allocation of countermeasures for mpox and other diseases for which countermeasures are in short supply. Properly marshalling available countermeasures will be crucial for future effective and equitable national responses to outbreaks. (shrink)

This paper describes the application of eight statistical and machine-learning methods to derive computer models for predicting mortality of hospital patients with pneumonia from their findings at initial presentation. The eight models were each constructed based on 9847 patient cases and they were each evaluated on 4352 additional cases. The primary evaluation metric was the error in predicted survival as a function of the fraction of patients predicted to survive. This metric is useful in assessing a model’s potential to assist (...) a clinician in deciding whether to treat a given patient in the hospital or at home. We examined the error rates of the models when predicting that a given fraction of patients will survive. We examined survival fractions between 0.1 and 0.6. Over this range, each model’s predictive error rate was within 1% of the error rate of every other model. When predicting that approximately 30°K of the patients will survive, all the models have an error rate of less than 1.5%. The models are distinguished more by the number of variables and parameters that they contain than by their error rates; these differences suggest which models may be the most amenable to future implementation as paper-based guidelines. It is argued that suitably trained neural language models exhibit key properties of epistemic agency: they hold probabilistically coherent and logically consistent degrees of belief, which they can rationally revise in the face of novel evidence. To this purpose, we conduct computational experiments with rankers: T5 models [Raffel et al. 2020] that are pretrained on carefully designed synthetic corpora. Moreover, we introduce a procedure for eliciting a model’s degrees of belief, and define numerical metrics that measure the extent to which (...) given degrees of belief violate (probabilistic, logical, and Bayesian) rationality constraints. While pretrained rankers are found to suffer from global inconsistency (in agreement with, e.g., [Jang et al. 2021]), we observe that subsequent self-training on auto-generated texts allows rankers to gradually obtain a probabilistically coherent belief system that is aligned with logical constraints. In addition, such self-training is found to have a pivotal role in rational evidential learning, too, for it seems to enable rankers to propagate a novel evidence item through their belief systems, successively re-adjusting individual degrees of belief. All this, we conclude, confirms the Rationality Hypothesis, i.e., the claim that suitable trained NLMs may exhibit advanced rational skills. We suggest that this hypothesis has empirical, yet also normative and conceptual ramifications far beyond the practical linguistic problems NLMs have originally been designed to solve. (shrink)

Pulvermüller restricts himself to an unnecessarily narrow range of evidence to support his claims. Evidence from neural modeling and behavioral experiments provides further support for an account of words encoded as transcortical cell assemblies. A cognitive neuroscience of language must include a range of methodologies (e.g., neural, computational, and behavioral) and will need to focus on the on-line processes of real-time language processing in more natural contexts.

Political action has a long history in the health workforce. There are multiple historical examples, from civil disobedience to marches and even sabotage that can be attributed to health workers. Such actions remain a feature of the healthcare community to this day; their status with professional and regulatory bodies is far less clear, however. This has created uncertainty for those undertaking such action, particularly those who are engaged in what could be termed ‘contentious’ forms of action. This study explored how (...) advocacy and activism were presented in nursing and medical codes of ethics, comparing disciplinary and temporo‐spatial differences to understand how such action may be promoted or constrained by codes. The data for this study comes from 217 codes of ethics. Because of the size of the corpus and to facilitate analysis, natural language processing was utilised, which allowed for an automated exploration of the data and for comparisons to be drawn between groups. This was complemented by a manual search and contextualisation of the data. While there were noticeable differences between medical and nursing codes, overall, advocacy, activism and even politics were rarely discussed explicitly in most codes. When such action was spoken about, this was often vague and imprecise with codes speaking of ‘political action’ and ‘advocacy’ in general terms. While some codes were far more forthright in what they meant about advocacy or broader political action (i.e., Nursing codes in Denmark, Norway, Canada) more forceful language that spoke in specific terms or in terms of oppositional or specific actions (e.g., civil disobedience or marches) was almost completely avoided. These results are discussed in relation to the broader literature on codes and the normative questions they raise, namely whether such action should be included in codes of ethics at all. (shrink)

OBJECTIVE: This paper addresses the question of the circumstances which lead clinicians to use legal coercion in the management of patients with severe anorexia nervosa, and explores similarities and differences between such formal coercion and other forms of 'strong persuasion' in patient management. METHOD: Logistic regression and other statistical analysis was undertaken on 75 first admissions for anorexia nervosa from a sample of 117 successive admissions to an eating disorder facility in New South Wales, Australia, where an eating disorder was (...) the primary diagnosis. Admissions with other primary diagnoses, such as bulimia nervosa (25 episodes), and entries with a co morbid diagnosis (e.g. depression or opiate overdose), were discarded, leaving 96 admissions by 75 individuals. RESULTS: Resort to measures of legal coercion into treatment was found to be associated with three main indicators: the patient's past history (number of previous admissions); the complexity of their condition (the number of other psychiatric co morbidities); and their current health risk (measured either by Body Mass Index or the risk of re-feeding syndrome). CONCLUSIONS: Our study is consistent with the few earlier studies about indicators for legal coercion in anorexia nervosa management, and suggests that clinicians use legal coercion very sparingly, distinguishing legal coercion from other forms of close clinical management of patients. COVID-19 has been called “a disaster for feminism” for numerous reasons. In this short piece, we make sense of this claim, drawing on intersectional feminism to understand why an analysis that considers gender alone is inadequate to address both the risks and consequences of COVID-19.

ObjectiveHead and neck cancer treatments are known to significantly affect functionality and appearance, leading to an increased risk for body image disturbances. Yet, few longitudinal studies exist to examine body image in these patients. Based on a conceptual model, the current study aimed to determine, in patients newly diagnosed with HNC: the prevalence, level, and course of body image concerns; correlates of upon cancer diagnosis body image concerns; predictors of immediate post-treatment body image concerns; and association between body image concerns (...) and levels of anxiety, depression, suicidal ideation, support, and alcohol and drug misuse.MethodsTwo hundred and twenty-three, newly diagnosed with a primary HNC were assessed using structured clinical interviews and psychometric measures at three, and 6 months after diagnosis. Primary outcome was 3-month, as it was most salient to body image disturbance. Multiple linear regression analyses were conducted on the potential body image predictors, based on the model.ResultsSixty-eight percent of patients with HNC presented some level of body image concerns. Body image concerns at baseline and post-treatment were significantly related and significantly increased from pre- to post-treatment. Immediately post-treatment, 89% presented some level of body image concerns. Correlates of body image concerns in patients with HNC at baseline included: physical symptom burden, difficulties with communication and eating, coping with the cancer diagnosis using denial, suicidal ideation, and having had a past anxiety diagnosis. When controlling for sociodemographic and medical variables, body image concerns in patients with HNC in the immediate post-treatment were predicted by: baseline body image, physical symptom burden, and neuroticism.ConclusionThis longitudinal study helps identify patients more susceptible to experience body image disturbance following head and neck cancer. Clinicians ought to pay special attention to body image concerns upon cancer diagnosis, physical symptom burden, and neuroticism, and may want to target these factors in future preventive interventions. The TRIPS agreement has been widely discussed. Critics have accused it to favour property rights at the cost of public health in AIDS-stricken development countries. In this article, the conflict between on the one hand Intellectual Property Rights and on the other a right to subsistence is analysed with the help of a method for specification. The rationalization of TRIPS and its amendments raises two questions for ethics, one normative and one meta-ethical. First, which right has priority: the right to (...) property or the right to subsistence? Second, how can conflicting rights be reconciled in a coherent ethical system. The aim of the article is to answer these two questions and in order to do that the method of specification developed by the philosopher Henry Richardson is applied. The result is a specified norm applicable for this kind of rights conflicts. (shrink)

Researchers and technologists involved in the development of weapon systems can take their work to such extremes as to cause unplanned injury or death to others and lasting damage to the environment, reviewed here. In some cases innocent human casualties and ecological harm may actually be programmed and achieved. An analysis is proffered, attributing blame, and indicating efforts to correct the situation. The ethics involved are “complexified”, moral boundaries are exceeded, and humanity is transgressed as it develops solutions to the (...) problem. I am going to be discussing a mode of moral responsibility that anglophone philosophers have largely neglected. It is a type of responsibility that looks to the future rather than the past. Because this forward-looking moral responsibility is relatively unfamiliar in the lexicon of analytic philosophy, many of my locutions will initially strike many readers as odd. As a matter of everyday speech, however, the notion of forward-looking moral responsibility is perfectly familiar. Today, for instance, I said I would be (...) responsible for watching my nieces while they swam. Neglecting this responsibility would have been a moral fault. When people marry, they undertake responsibilities, of moral import, of fidelity and mutual support. When people have children, they accrue moral responsibilities to feed, rear, and educate them. Not all forward-looking responsibilities are moral. While finishing this essay, I have had to keep an eye on a number of my administrative responsibilities, and, while reading it, you may well be occasionally distracted by some of your own. The notion of a responsibility that we accrue or take on, to look out for some range of concerns over some range of the future, is, then, perfectly familiar. Because this common notion of forward-looking responsibility has not been integrated into recent moral theory, however, my philosophical discussion of it will initially seem strange. (shrink)

Martin Heidegger wrote one and only one preface for a scholarly work on his thinking, and it was for William J. Richardson’s study Heidegger: Through Phenomenology to Thought, first published in 1963. Ever since, both Heidegger’s Preface and Richardson’s groundbreaking book have played an important role in Heidegger scholarship. Much has been discussed about these texts over the decades, but what has not been available to students and scholars up to this point is Richardson’s original comments and (...) questions to Heidegger that led to the famous Preface. These are published here for the first time both in the German original and in our English translation. In our commentary we 1) discuss how Heidegger’s Preface came about, 2) explain the source and status of the materials published here, and 3) pair selected passages from Richardson’s text with Heidegger’s reply in his Preface to highlight the consonance of their thinking. This chapter examines Nietzsche's values and weighs the extent to which these do and do not break radically from the values of his philosophical predecessors. I try to specify how his stance “beyond good and evil” involves critiques both of the content of earlier values, and of their force. His disagreements over content raise troubling questions about his politics and his ethics. His disagreements over the force of earlier values raise metaethical questions about how he can propose any values, given (...) e.g., his denials of free will and of the efficacy of reflective consciousness. Human beings, like other organisms, are the products of evolution. Like other organisms, we exhibit traits that are the product of natural selection. Our psychological capacities are evolved traits as much as are our gait and posture. This much few would dispute. Evolutionary psychology goes further than this, claiming that our psychological traits -- including a wide variety of traits, from mate preference and jealousy to language and reason -- can be understood as specific adaptations to ancestral Pleistocene conditions. In (...) Evolutionary Psychology as Maladapted Psychology, Robert Richardson takes a critical look at evolutionary psychology by subjecting its ambitious and controversial claims to the same sorts of methodological and evidential constraints that are broadly accepted within evolutionary biology. The claims of evolutionary psychology may pass muster as psychology; but what are their evolutionary credentials? Richardson considers three ways adaptive hypotheses can be evaluated, using examples from the biological literature to illustrate what sorts of evidence and methodology would be necessary to establish specific evolutionary and adaptive explanations of human psychological traits. He shows that existing explanations within evolutionary psychology fall woefully short of accepted biological standards. The theories offered by evolutionary psychologists may identify traits that are, or were, beneficial to humans. But gauged by biological standards, there is inadequate evidence: evolutionary psychologists are largely silent on the evolutionary evidence relevant to assessing their claims, including such matters as variation in ancestral populations, heritability, and the advantage offered to our ancestors. As evolutionary claims they are unsubstantiated. Evolutionary psychology, Richardson concludes, may offer a program of research, but it lacks the kind of evidence that is generally expected within evolutionary biology. It is speculation rather than sound science -- and we should treat its claims with skepticism. (shrink)

This book argues, against recent interpretations, that Nietzsche does in fact have a metaphysical system--but that this is to his credit. Rather than renouncing philosophy's traditional project, he still aspires to find and state essential truths, both descriptive and valuative, about us and the world. These basic thoughts organize and inform everything he writes; by examining them closely we can find the larger structure and unifying sense of his strikingly diverse views. With rigor and conceptual specificity, Richardson examines the (...) will-to-power ontology and maps the values that emerge from it. He also considers the significance of Nietzsche's famous break with Plato--replacing the concept of "being" with that of "becoming." By its conservative method, this book tries to do better justice to the truly radical force of Nietzsche's ideas--to demonstrate more exactly their novelty and interest. (shrink)

This book is a major contribution to the history of analytic philosophy in general and of logical positivism in particular. It provides the first detailed and comprehensive study of Rudolf Carnap, one of the most influential figures in twentieth-century philosophy. The focus of the book is Carnap's first major work: Der logische Aufbau der Welt. It reveals tensions within the context of German epistemology and philosophy of science in the early twentieth century. Alan Richardson argues that Carnap's move to (...) philosophy of science in the 1930s was largely an attempt to dissolve the tension in his early epistemology. This book fills a significant gap in the literature on the history of twentieth-century philosophy. It will be of particular importance to historians of analytic philosophy, philosophers of science, and historians of science. (shrink)

Nietzsche wrote in a scientific culture transformed by Darwin. He read extensively in German and British Darwinists, and his own works dealt often with such obvious Darwinian themes as struggle and evolution. Yet most of what Nietzsche said about Darwin was hostile: he sharply attacked many of his ideas, and often slurred Darwin himself as mediocre. So most readers of Nietzsche have inferred that he must have cast Darwin quite aside. But in fact, John Richardson argues, Nietzsche was deeply (...) and pervasively influenced by Darwin. He stressed his disagreements, but was silent about several core points he took over from Darwin. Moreover, Richardson claims, these Darwinian borrowings were to Nietzsche's credit: when we bring them to the surface we discover his positions to be much stronger than we had thought. Even Nietzsche's radical innovations are more plausible when we expose their Darwinian ground; we see that they amount to a new Darwinism. (shrink)

Hans Reichenbach was a formidable figure in early-twentieth-century philosophy of science. Educated in Germany, he was influential in establishing the so-called Berlin Circle, a companion group to the Vienna Circle founded by his colleague Rudolph Carnap. The movement they founded—usually known as "logical positivism," although it is more precisely known as "scientific philosophy" or "logical empiricism"—was a form of epistemology that privileged scientific over metaphysical truths. Reichenbach, like other young philosophers of the exact sciences of his generation, was deeply impressed (...) by the far-reaching changes in physics brought about by Einstein's special and general theories of relativity. Reichenbach responded to scientific advances by doing fundamental work in space-time theories, in quantum mechanics, in statistical mechanics, and in the development of probability theory—making him the most important philosopher of physics in the first generation of logical empiricism. Forced from his academic position by the Nazi race laws in 1933, Reichenbach wrote _Experience and Prediction_ at the University of Istanbul, where had had fled, expressly to introduce logical positivism to English speakers. In the two decades following World War II, during the explosion of scientific advances in North America, logical positivism was the reigning theory of the philosophy of science and Reichenbach was at the peak of his career. But, inevitably, support for logical positivism began to wane as it became obvious that the justification of scientific theories could not be entirely resolved by relying on strictly formal, technical processes. The growth of the discipline of the history of philosophy of science, which has created an audience of scholars eager for seminal classics in scientific philosophy, and the evidence supporting a historicist paradigm within logical positivism are two important reasons to make _Experience and Prediction_ available once again. "Hans Reichenbach's_ Experience and Prediction_ is one of the most important books in twentieth-century philosophy of science. Its author was, along with Rudolf Carnap, one of the two principal ambassadors to North America of the exciting new European philosophical movement known here under the names 'Logical Positivism' and 'Scientific Philosophy.' In 1938, when the book was published, Reichenbach was an exile from his native Germany, teaching in Istanbul, Turkey, and about to emigrate to the United States to take up a prestigious position at UCLA.
